Adds $46,000 to pay a consultant for Measure N and H charter reimbursement support

This amendment raises a contractor's agreement limit from $5,000 to $51,000. The contractor helps Charter and Street Academy programs funded by Measures N and H submit reimbursement paperwork correctly and on time, and trains them to do so. The work runs September 26, 2025 through June 30, 2026, so it began before the Board's ratification.
